I discorsi parlamentari tenuti da Francesco Ruffini durante il preludio al cambio di regime imposto dal fascismo sono un esempio di come lo studioso, il giurista, si debba porre innanzi al potere recalcitrante a restare dentro i propri argini. Il contributo introduce, con alcune considerazioni di carattere generale, tre discorsi tenuti da Ruffini, tra novembre e dicembre 1925, su tre disegni di legge che insieme ad altri provvedimenti legislativi liberticidi formeranno le cd. leggi fascistissime.

The parliamentary speeches delivered by Francesco Ruffini during the regime change imposed by fascism are an example of how a jurist must stand up to a power that is reluctant to stay within its proper bounds. This article introduces, with some general observations, three speeches delivered by Ruffini between November and December 1925 on three bills which, together with other repressive legislative measures, would form the “leggi fascistissime”.
